An interesting, convoluted tale! I didn’t totally follow, but I enjoyed the rabbit hole re 22 1 that you sent me down — well worth the detour. I especially liked 11a, 15a, 23a and 1d, 17d. A couple of further points below …

Tricky, with some devious clueing and a good test of GK which made me head to Wikipedia more than a few times. The self reference of 25 (25 as its own first letter) initially was annoying... surely a mistake?! But now I get it, it makes sense given the acronym. Genius.
